Persons under 21 who possess cannabis are subject to a $25 civil penalty. This is not a criminal charge and does not create a criminal record. It is treated similarly to underage tobacco possession.

Distribution Penalties

Distribution penalties are among the most serious in Virginia cannabis law. "Distribution" includes any transfer of cannabis for payment, as well as sharing that exceeds the legal limits or involves minors:
