Military Community: Critical Warning

Federal Prohibition Applies on Military Bases

Hampton Roads is home to the largest concentration of military installations in the world, including Naval Station Norfolk, Joint Base Langley-Eustis, NAS Oceana, and Fort Gregg-Adams. Cannabis remains illegal under federal law and the Uniform Code of Military Justice (UCMJ). Active-duty service members, reservists, and those living on base should be aware that cannabis use — even with a Virginia medical certification — is prohibited and can result in court martial, discharge, or loss of security clearance.

Hampton Roads has one of the largest military populations in the country. Key installations include:

  • Joint Base Langley-Eustis — Air Force and Army installation
  • NAS Oceana — Navy master jet base in Virginia Beach
  • Fort Gregg-Adams — Army logistics hub (formerly Fort Lee)

Federal employees, contractors with security clearances, and Department of Defense civilians should also exercise caution. While Virginia law permits medical cannabis, federal employment policies may prohibit its use. Consult your agency's policies before obtaining a medical certification.

Peninsula vs. Southside

Hampton Roads is divided by the Hampton Roads harbor and the James River into two distinct subregions:

  • Peninsula (north) — Hampton, Williamsburg, Newport News, and York County. Served by the Hampton and Williamsburg dispensaries.
  • Southside (south) — Norfolk, Virginia Beach, Portsmouth, Chesapeake, and Suffolk. Served by four dispensaries. This is where the majority of the region's population and dispensary access is concentrated.

The two sides are connected by the Hampton Roads Bridge-Tunnel and the Monitor-Merrimac Memorial Bridge-Tunnel. Patients on the Peninsula who want more options may consider the short drive across the water, though traffic on the bridge-tunnels can be significant.

What You Need to Visit

All Hampton Roads dispensaries are medical only. You need:

  1. A valid practitioner certification registered in the CCA system
  2. A government-issued photo ID

Virginia has no qualifying conditions list. Find a registered practitioner through the CCA practitioner directory. Telehealth certifications are widely available and typically cost $150–$250.

Hampton Roads Cannabist locations carry flower, vapes, edibles, tinctures, topicals, capsules, and other products, all capped at 10 mg THC per serving. Purchase limits: 4 ounces of flower per 30 days or a 90-day supply of other products.

Outer Banks and North Carolina Visitors

The Williamsburg location is the closest Virginia dispensary to the Outer Banks and northeastern North Carolina. However, Virginia medical certifications are not transferable to other states, and transporting cannabis across state lines into North Carolina is illegal. North Carolina has a very limited medical program that does not recognize Virginia certifications.
